CTE Momentum, ctemomentum.com (referred to as the “website,” or “site”), individual prize competitions hosted on ctemomentum.com (referred to in in this Privacy Policy as “competition(s)”) are organized and hosted by Luminary Labs. This is not a government website and the Department’s Privacy Policy does not apply to this site. ctemomentum.com, including the Services provided through this website, are properties of Luminary Labs. Therefore, throughout this Privacy Policy the words “we,” “us,” “our,” and the “Organizer” refer to Luminary Labs.

Any individual or team that submits a submission to a CTE Momentum Challenge (“a competition”) will collectively be referred to as “you,” “team,” “your,” “your team,” or “entrant,” throughout this privacy policy. All submission information and submissions, including team and submission details, shall be collectively referred to herein as the “submissions” or each as a “submission.”

Collected information and use

Luminary Labs may collect personal information about site visitors in order to conduct prize competitions and promote activities. You may be asked to provide personally identifiable information (such as your name, email address, phone number, and mailing address) when using the website or making a submission to a prize competition. To enter prize competitions you will also be required to submit non-personally identifiable information including, but not limited to, the name of your concept, description of your concept, images representing your concept, and answers to specific questions posed on the entry form.

We use personally identifiable information for the purposes of conducting and communicating about ongoing and future prize competitions. Additionally we may use your information to monitor site traffic, and to conduct research, analysis, and studies for our own purposes. Occasionally, Luminary Labs may also use your information to contact you about Luminary Labs activities. We will do our best to keep these communications to a minimum.

Individual prize competitions may require you to submit additional information and may include additional terms and conditions relating to privacy. If there is a conflict between this Privacy Policy and the terms posted or emailed for, or applicable to, a specific prize competition, the latter terms shall control with respect to that prize competition only.


Like many websites, we use “cookie” technology to collect additional website usage data and to improve the Site and our service. A cookie is a small data file that we may transfer to your computer’s hard disk. We do not use cookies to collect Personally Identifiable Information. ctemomentum.com may use both session cookies and persistent cookies to better understand how you interact with the Site and our service, to monitor aggregate usage by our users and web traffic routing on the Site, and to improve the site and our service.

By submitting your information to us, you acknowledge that we may share your information with these parties as part of conducting these prize competitions and services. We may also share your information with the following parties:

  • PUBLIC: If you enter a prize competition, select information from your submission may be shared publicly, including your name, concept name, and concept description.
  • LEGAL: As required by law, Luminary Labs may share your information when legally compelled to do so. This may include government entities or third parties in response to subpoenas, court orders, or other legal processes. Luminary Labs may also disclose personally identifiable information in order to protect and defend our legal rights, or defend against legal claims that have been, or may be brought against us. Additionally we may share this information in order to protect the rights, property, or safety of you or another person. In this instance we may share your personally identifiable information with law enforcement or another entity we feel, in our sole judgment, may be able to protect you or the other person. Finally, should Luminary Labs reasonably feel that any activities are unlawful, we will report these activities to law enforcement.
  • SALES/MERGERS/ACQUISITIONS: Should Luminary Labs be sold, acquired or merged with another entity, all of its assets, including your personally identifiable information, will be transferred to the new entity and therefore be subject to a new Privacy Policy. We will make reasonable efforts to inform you of this event prior to transferring your information.


It is not the intent of Luminary Labs to collect—and this website is not designed to solicit—personally identifiable information from children under the age of 13.
